HPD is actively partnering with Enterprise’s Faith-Based Development Initiative and LISC’s New York Land Opportunity Program to ensure faith-based and other mission-driven organizations have access to the technical assistance and resources they need to pursue affordable housing development project. HPD is awarding $1 million to Enterprise Community Partners’ Faith-Based Development Initiative to provide predevelopment technical assistance to faith- and mission-based organizations across New York City. This technical assistance will build on a training series that HPD launched in spring 2026 – in collaboration with the Dept of City Planning, Landmarks Preservation Commission, and the Dept of Buildings – to educate these organizations, including 16 in Jamaica and Hollis, about the affordable housing development process.

The City will work with a third-party organization to provide faith-based organizations citywide with pre-development technical assistance to advance affordable housing development projects toward financial closing and construction. The prospective technical assistance provider will do targeted outreach in recently rezoned parts of the city, including the Jamaica Neighborhood Plan area.
